| Yes, the bounty amount ($) has no relation to the strength of the mark.
I usually look at their mob strength.
Ideally you are looking to hit someone who isn't fighting with all the mob members they are allowed for their level, ie a level 13 with only 100 mob members would be a weak mark if you are fighting at full strength. | |
