If I am not mistaken you are getting alerted to all new marks but you can only see those made on people who are on your level.
This is yet another thing that needs to go into a gameplay faq so people can understand what is going on...

You can fight with a mob that is 10x your current level, ie a level 12 mobster can fight with a mob of 120. Each one of those mob members can fight with 1 weapon, armor, and vehicle. So at level 12 you need to get 120 of each of those things. Being maxed out would mean you have the best weapon, vehicle, and armor your level allows for every mob member that can fight.
